In 2015, the Center for Public Integrity found that Virginia refers more students to law enforcement than any other state. Concerned teachers, parents, and advocates have highlighted the growing reality of a "school-to-prison" pipeline, revealing that students who are disciplined as criminals in school are more likely to end up in prison.
